Region encoding is for security. PAL and NTSC are
differentiated by their encoding algorhythms. When it
prompts you to select your region that is so Time
Warner or whomever can limit playback of DVDs to
certain countries. Selecting this will have no effect
on how you burn DVDs but rather on which DVDs you can
playback on your system.
